On May 1, 1875, the United States Bureau of Navigation “required every vessel subject to hospital-tax, except vessels required by law to carry crew-lists, shall have and keep on board, subject to inspection and verification at all times by any officer of the customs, a seaman’s time-book.”1 A master was required to complete the entries at the end of each voyage and submit the information at the customs house when the crew was paid off. Information in the time book includes name, date of entry, date of discharge and time employed of every seaman on board a vessel.
The seaman’s time books hail from the Port of Machias, except one from Thomaston. All of the vessels paid their hospital dues/taxes at various ports including Machias, Jonesport, Calais, New York and Boston, MA. Charles W. Hall, who signature is found in most of the seamen time books, was the Deputy Collector and Inspector at Jonesport. It was common in the small outlying ports like Jonesport for a local businessman to be appointed as a Deputy Collector of Customs, so the small local vessels would not have to go to the Custom House (in this case Machias) to fill out their paperwork.
